2.1 Presentation. Captain Gary Kruschke on DMAT deployment to Haiti. Synopsis: FWB Fire Captain Kruschke will detail his recent experience assisting earthquake recovery efforts in Haiti.
2.2 Proclamation. Through With Chew Week and the Great American Spit Out. Synopsis: The Students Working Against Tobacco Club at Fort Walton Beach High School request this proclamation to warn of the dangers of tobacco use.
3. CONSENT AGENDA
3.1 Approval of minutes of January 16, 2010, Council Retreat, Special Meeting on January 26, 2010, and Regular Meeting on January 26, 2010. (City Clerk)
3.2 Award of Annual Pesticide Bid. Synopsis: Supplies various pesticides from ten separate and lowest bid vendors for use at several locations. Budgeted item. (Recreation & Cultural Services Director)
3.3 Award of Annual Insecticide Bid. Synopsis: Patented product and a sole source item used to control mole crickets. Budgeted item. (Recreation & Cultural Services Director)
3.4 Approval to submit grant application. Synopsis: Application for $881,100 grant to retrofit 1,000 street lights with LED lights, gym lights and obtain Florida Green Government designation. (Engineering and Utilities Director)

4.1 Comments from the public on items not on the agenda.
5. RESOLUTIONS
5.1 Resolution 2010-04. Urges Florida's Congressional Delegation to Appropriate Funding to the National Marine Fisheries Service. Synopsis: Okaloosa County League of Cities requests support for funds to undertake a new stock assessment of certain fish species in the Gulf of Mexico. (Mayor Anderson)

6.1 No items.
7. ORDINANCES - SECOND READING
7.1 Ordinance 1819. Abolish Beautification Committee and appoint duties of Tree Board to the Municipal Planning Board. Synopsis: Consistent with City Council direction on January 12, 2010. (City Manager)
8. APPOINTMENTS
8.1 Approval of the Mayor's appointment to serve as the tenant commissioner on the FWB Housing Authority. Synopsis: Florida Statutes require a tenant be appointed by the mayor to serve on the FWB Housing Authority. (City Clerk)
9. ACTION-DIRECTION- DISCUSSION
9.1 Action - Authority for City Manager to execute an Agreement with Public Financial Management, Inc. Synopsis: A Financial Advisor is essential for the review of current bonds, existing debt and refunding opportunities. Previously retained Financial Advisor is no longer responsive to the City's needs. (Finance Director)
9.2 Action - Authority for City Manager to execute an Agreement with Nabors, Giblin & Nickerson. Synopsis: Bond Counsel is necessary should the City refund or initiate bonds. There is no current contract for bond counsel. (Finance Director)
9.3 Action - Settlement of Code Enforcement Case. Synopsis: Property at 322 Vista Street in compliance. Council approved mitigation schedule may be applied. (Building Official)
