2.1 No items.

3.         CONSENT AGENDA

3.1 Approval of minutes of January 12, 2010, Regular Meeting.  (City Clerk)

3.2 Approval of Police Department Memorandum of Understanding with the United States Marshals Service (USMS).  Synopsis: USMS will compensate City for the cost of overtime required by use of FWBPD in federal law enforcement matters. (Police Chief)

3.3 Continuation of City's self-insured dental program.  Synopsis: Extends agreement with third party administrator, Dental Decisions until September 30, 2010.  No rate increase at this time. (Administrative Services Director)

3.4 Resolution 2010-13.  Dissolution of the Waterfronts Committee.  Synopsis: Committee requested dissolution and continue as a Chamber of Commerce function.  Chamber has agreed to sponsor the Committee as a Task Force. (City Engineer)

3.5 Approval to utilize 2008-09 Carry-Over funds in the amount of $50,000 to partner with Okaloosa County for an updated aerial photography project.  Synopsis: Project is consistent with the GIS mission and was approved by City Council in the FY 2009-2010 Budget Policy Workshop. (City Engineer)

5.         QUASI-JUDICIAL

5.1 Final Plat for Prescott's Landing Subdivision.  Synopsis: Subdivides three lots on Methodist Avenue into five lots to accommodate Council approved Habitat for Humanity single family dwelling unit project.  MPB voted unanimous approval. (Senior Planner)

6.         ORDINANCES-FIRST READING

6.1 Ordinance 1819.  Abolish Beautification Committee and appoint duties of Tree Board to the Municipal Planning Board.  Synopsis: Ordinance facilitates Council directed action at the January 12, 2010 Council meeting. (City Manager)

 

7.         ORDINANCES - SECOND READING

7.1 Ordinance 1794. Land Development Code Amendment. Synopsis: Amendment will permit the sale and rental of motorsport vehicles in the Mixed Use Main Street (MUMS) District as a Conditional Use. (Senior Planner)

7.2 Ordinance 1807. Construction and Demolition Debris Hauling Services.  Synopsis: Provides for the regulation of construction and demolition debris removal services within the City. (City Engineer)

7.3 Ordinance 1792.  Solid Waste. Solid Waste Rates and Charges.  Synopsis: Updates the solid waste regulatory ordinance and provides for rate or charge changes by action of the City Council.  No rate changes are proposed. (City Engineer)

9.         ACTION-DIRECTION- DISCUSSION

9.1 Action - Award RFQ Pre-Qualification for General Consulting Services.  Synopsis: As directed by Council, General Consulting contracts awarded to top three ranked firms. (City Engineer)

9.2 Direction - Regarding the City's position with the CGI Group Customers.  Synopsis: Staff requests direction from Council on closing this issue.
