5. RESOLUTIONS
5.1 Resolution 2009-10: Continues support of construction of the Transportation Enhancement Projects. Synopsis: Annual requirement for the Okaloosa Walton Transportation Planning Organization to keep projects on the list for potential funding. (Development Services Director)
5.2 Resolution 2009-13: Amends the FY 2008-09 Budget for United States Marshal Service Compensation. Synopsis: Required to record the revenue and expense associated with the MOU as adopted by Council on January 13, 2009. (Police Chief)
5.3 Resolution 2009-14: Authorizes staff to proceed with the submittal of an application to include the remaining phases of the Hurlburt Field / City of Fort Walton Beach Reuse Water Main Project in the FDEP's Clean Water State Revolving Fund Program for potential funding as part of the American Recovery and Reinvestment Act of 2009. Synopsis: Accepts the Planning Documentation for the project as prepared by City staff, certifies the Public Participation Documentation, and certifies that the City is financially capable of repaying the 20-year low-interest SRF loan. (Utilities Director)

6. ORDINANCES - FIRST READING
6.1 Ordinance 1793: Develops policies and procedures for Code Enforcement Lien Mitigation to provide an equitable, expeditious, effective and inexpensive method of enforcing City codes. Synopsis: creates the establishment of code enforcement mitigation procedures. (City Attorney)
6.2 Ordinance 1795: Establishes residency requirements to serve on the CRA Board of Commissioners. Synopsis: Code is currently silent on this matter; will make this consistent with other board provisions in the Code. (City Attorney)

7. DISCUSSION - DIRECTION - ACTION
7.1 Discussion regarding a future ordinance amending terms and conditions for alcohol sales. Synopsis: To clarify conditions present to allow licensed establishments to serve alcohol with meals on Sundays. (City Attorney)
7.2 Discussion regarding an agenda item to create a summer vacation schedule. Synopsis: An opportunity to set a schedule to meet TRIM requirements and provide for vacation time. (City Clerk)
7.3 Florida League of Cities Annual Award Program nominations. Synopsis: Annual Recognition Program; Council can nominate in various categories. (Public Information Officer)
7.4 Request to schedule workshop on May 5, 2009 at 5pm, for pension plan training. Synopsis: Approves conducting a pension plan training workshop by the City pension plan investment counselors. (Finance Director)
7.5 City Council authorization for the City Manager to execute an amendment to the Telecommunications Lease, MT-302T, by and between the City of Fort Walton Beach and Powertel/Memphis, Inc. for the addition of one (1) antenna set and ancillary equipment upon and around the City's elevated water storage tank located at 623 Anchors Street. Synopsis: If approved, Powertel/Memphis, Inc. agrees to compensate the City of Fort Walton Beach $4,697.69 annually in addition to the current annual rate for existing equipment on site. (Utilities Director)
