8. CONSENT AGENDA
8.1 Approval of Minutes. Synopsis: Minutes of the Special Meeting on September 8, 2010, Special Meeting of September 14, 2010 and the Regular Meeting of September 14, 2010. (City Clerk)

8.2 PAWS Contract for Services. Synopsis: Provides animal control services for fiscal year 2010-11 in the amount of $87,787. (City Manager)

8.3 Emerald Coast Science Center Lease Amendment. Synopsis: Amends the rent payment frequency from a yearly to a monthly payment cycle. (City Manager)

8.4 Reject Proposals for RFP 2010-12 Fleet Fuel System Management. Synopsis: Staff requests Council reject all proposals received and reissue the RFP. (Engineering and Utility Services Director)

8.5 Award Bid for Rye Seed. Synopsis: Staff requests Council award the Annual Rye Grass Seed bid for Items #1, #2, & #2a to John Deere Landscapes; and Item #3 to Ragan & Massey for a total estimated amount of $34,945. (Recreation and Cultural Services Director)

8.6 SunGard HTE ASP Contract Amendment. Synopsis: The City's current contract with SunGard HTE needs to be modified to remove the current Public Safety software from the contract. (IT Director)

8.7 Renewal of Insurance Policies. Synopsis: Staff requests Council approval to award Property, Casualty, and Workers' Compensation insurance to Preferred Governmental Insurance Trust (PGIT). Staff also request Council approval to renew current dental plan with a plan year of October 1st - September 30th. (Administrative Services Director)

10. RESOLUTIONS
10.1 Resolution 2010-28. FDOT Subordination Agreement for Cinco Bayou Bridge (SR 85). Synopsis: The FDOT prepared a resolution requesting that the City subordinate its interest in an easement on the northern side of Cinco Bayou Bridge to accommodate necessary improvements. (Engineering and Utility Services Director)

10.2 Resolution 2010-36. DUI Grant. A RESOLUTION OF THE CITY OF FORT WALTON BEACH, FLORIDA ACCEPTING FUNDING THROUGH THE FLORIDA DEPARTMENT OF LAW ENFORCEMENT FOR ENHANCED DUI ENFORCEMENT IV BOOKING ROOM AND; AUTHORIZING THE PROJECT; AUTHORIZING A BUDGET AMENDMENT; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: City has been awarded $15,000 non-matching grant from the competitive grant program. (Police Chief)

10.3 Resolution 2010-25. Comprehensive Fee Schedule. A RESOLUTION OF THE CITY OF FORT WALTON BEACH, FLORIDA, AMENDING THE COMPREHENSIVE FEE SCHEDULE OF THE CITY FOR THE FIRE DEPARTMENT BY ELIMINATING THE DISPATCH FEE; FOR THE ENGINEERING & UTILITY SERVICES DEPARTMENT BY ADDING FEES FOR SPECIAL EVENT PERMITS, DEVELOPMENT ORDERS, ADDITIONAL INSPECTIONS, EARLY POWER, CURB CUTS, RETURNED CHECKS/DRAFTS, AND DBPR RESTAURANT LICENSE CERTIFICATION AND BY ELIMINATING FEES FOR JOB CARDS, AND BY ADJUSTING CERTAIN FEES; FOR THE RECREATION AND CULTURAL SERVICES DEPARTMENT BY ELIMINATING BMX/SKATEBOARD FACILITY FEES AND ADJUSTING CERTAIN FEES; AND SETTING AN EFFECTIVE DATE. Synopsis: Establishes Fee Schedule for FY 2010-2011. (Finance Director)

10.4 Resolution 2010-34. FY 2009-10 Budget Amendments. A RESOLUTION OF THE CITY OF FORT WALTON BEACH, FLORIDA, AMENDING THE FISCAL YEAR OCTOBER 1, 2009 THROUGH SEPTEMBER 30, 2010 BUDGET TO MAKE CERTAIN AMENDMENTS TO APPROPRIATIONS OF CITY FUNDS; AND PROVIDING AN EFFECTIVE DATE. Synopsis: Provides for amendments to the FY 2009-10 budget to reflect grant awards and other unanticipated activity. (Finance Director)

11. ORDINANCES - FIRST READING
11.1 Ordinance 1826. Assistant City Clerk. AN ORDINANCE OF THE CITY OF FORT WALTON BEACH REPEALING ORDINANCE 608 DATED AUGUST 13, 1974; AUTHORIZING THE CITY CLERK TO DESIGNATE AN ASSISTANT CITY CLERK IN THE ABSENCE OF THE CITY CLERK; AND ESTABLISHING AN EFFECTIVE DATE. Synopsis: Provides for a person to act as the City Clerk in the absence of the appointed City Clerk. (City Clerk)

11.2 Ordinance 1838. Local Vendor Preference. AN ORDINANCE OF THE CITY OF FORT WALTON BEACH, FLORIDA; REPEALING SECTION 4.01.024, LOCAL MERCHANT PREFERENCE, OF THE CODE OF ORDINANCES; AND SETTING AN EFFECTIVE DATE. Synopsis: Provides for local merchant preference to be established by Administrative Policy. (Finance Director)

13.1 Firefighters' Pension Plan Board. Synopsis: Robert Neyendorf's term is expiring and he would like to continue to serve. (City Clerk)

14.1 City Attorney Contract. Synopsis: Contract with the newly appointed City Attorney. (City Manager)

14.2 Set Date for Joint Meeting with CRA. Synopsis: At the September 1, 2010 CRA Meeting the Commissioners asked for a joint meeting with Council to provide direction for the future. (Engineering and Utility Services Director)

14.3 Roy Jones, Jr. Tour to Prevent Childhood Obesity. Synopsis: The City has been invited to sponsor an event on this tour. (Mayor Anderson)

14.4 Review of Landmark Center Development Agreement. Synopsis: Florida law and the Agreement require an annual review of the Development Agreement by the City Council. (Engineering and Utility Services Director)

14.5 Award of Auditing Services Contract. Synopsis: Requests Council authorization for the City Manager to proceed with negotiations with #1 ranked firm, O'Sullivan Creel. (Finance Director)

14.6 Setting of Winter Schedule. Synopsis: Provides Council the opportunity to review the calendar and make changes based around holiday closings. (City Manager)
