8.1 Approval of Minutes. Synopsis: Minutes of the Regular Meeting of August 24, 2010. (City Clerk)
8.2 Award of Bid for Fertilizer. Synopsis: Awards bid at an estimated cost of $97,300 to Regal Chemical for fertilizer used by the Recreation & Cultural Services maintenance divisions. (Recreation and Cultural Services Director)
8.3 Award of Bid for RBC Demolition. Synopsis: Awards bid at no cost to the City to Deco Industrial for demolition and removal of RBC units at the WWTP. (Engineering and Utility Services Director)
8.4 Award of Bid for Vacuum Unit. Synopsis: Awards bid for $52,565 to Vermeer Southeast for a vacuum assisting unit for installing water meters and the FDEP required water valve exercising program. (Engineering and Utility Services Director)
8.5 Okaloosa County Public Library Interlocal Agreement. Synopsis: Establishes terms and funding for FY 2011. (Recreation and Cultural Services Director)
8.6 Acceptance of Local Mitigation Strategy. Synopsis: FEMA requires an annual report be submitted to the governing body evaluating the City's progress toward implementing the objectives and/or recommendations of the Local Mitigation Strategy. (Engineering and Utility Services Director)

10. RESOLUTIONS
10.1 Resolution 2010-29. Housing Plan. A RESOLUTION OF THE CITY OF FORT WALTON BEACH, FLORIDA, APPROVING THE LOCAL HOUSING ASSISTANCE PLAN; AUTHORIZING THE MAYOR TO EXECUTE THE NECESSARY DOCUMENTS AND CERTIFICATIONS; AUTHORIZING THE SUBMISSION OF THE LOCAL HOUSING ASSISTANCE PLAN FOR REVIEW AND APPROVAL BY THE FLORIDA HOUSING FINANCE; AND PROVIDING AN EFFECTIVE DATE. Synopsis: Approves the Local Housing Assistance Plan for FY's 2010-2013 with no changes from the Plan approved by City Council in 2009, and approves recertification of the Interlocal Agreement. 10.2 Resolution 2010-30. City Government Week. A RESOLUTION OF THE CITY OF FORT WALTON BEACH, FLORIDA, RECOGNIZING CITY GOVERNMENT WEEK, OCTOBER 17-23, 2010 AND ENCOURAGING ALL CITIZENS TO SUPPORT THE CELEBRATION AND CORRESPONDING ACTIVITIES; AND PROVIDING AN EFFECTIVE DATE. Synopsis: Designates City government week in October. (City Manager)
10.3 RESOLUTION 2010-31. NUMERIC WATER NUTRIENT LEVELS. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FORT WALTON BEACH, FLORIDA IN OPPOSITION TO THE FEDERAL ENVIRONMENTAL PROTECTION AGENCY'S (EPA) PROPOSAL TO ENACT NEW STRINGENT NUMERIC NUTRIENT WATER QUALITY STANDARDS TO BE APPLICABLE FOR ALL LAKES, FLOWING WATERS, CLASS III WATERS, AND COASTALWATERS THROUGHOUT AND ADJACENT TO THE STATE OF FLORIDA AS AN AMENDMENT TO 40 CFR, PART 131.43 AND THE CLEAN WATER ACT, AT SEC. 303(c); AND PROVIDING AN EFECTIVE DATE. Synopsis: The Florida League of Cities has requested support in opposing this EPA proposal. (Engineering and Utility Services Director)

AN ORDINANCE OF THE CITY OF FORT WALTON BEACH AMENDING THE CITY OF FORT WALTON BEACH MUNICIPAL FIREFIGHTERS' PENSION TRUST FUND, ADOPTED BY ORDINANCE NO. 1174, AS SUBSEQUENTLY AMENDED; PROVIDING FOR SEVERABILITY OF PROVISIONS; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. 14.1 Tennis Center Contract. Synopsis: Contractor has exercised the option to renew for one (1) three (3) year period under existing terms and conditions. (Recreation and Cultural Services Director)
14.2 Collective Bargaining Agreement. Synopsis: Adopts the union ratified contract between the City and the Rank and File and Battalion Chiefs' Bargaining Units of IAFF Local 2601 for three (3) years with no step, merit or COLA increases in the first year; allowing each two openers in years two (2) and three (3). (Fire Chief)
