6.1 Community of Excellence Award.  Synopsis: NWFLC recognition to CRA Board and Beal Parkway Neighborhood for the Chester Pruitt Park Improvements Project. (Mayor)

6.2 Eglin Parkway Corridor Management Plan. Synopsis: John Alaghemand from the OWTPO's consulting firm DRMP will make the presentation.

8.1 Minutes. Special Council Meeting of June 1, 20101 and Regular Council Meeting of June 8, 2010. (City Clerk)

8.2 Task Order. Hatch Mott McDonald.  Synopsis: Directs firm to develop a budget, scope, and schedule for the preliminary design of the Pump Station No. 1 force main. (Engineering and Utility Services Director)

8.3 Bid Award. World Changers Supplies. Synopsis: Bid awarded in the amount of $45,000 for World Changer crews to roof and/or paint 19 homes. (Building Official)

10.       RESOLUTIONS

10.1 Resolution 2010-16. Budget Amendment. Synopsis: Provides for the recording and accounting of assorted grants, carryovers ad donations. (Finance Director)

10.2 Resolution 2010-17. Support for the Okaloosa County BOCC. Synopsis: Expresses support for actions of the County Commission in directing County Public Safety to protect Choctawhatchee Bay.  (Requested by Councilman Mike Minich)

11.1     None

12.       ORDINANCES - SECOND READING

12.1 Ordinance 1833. Revision of Sound Side Housing Unit Distribution. Synopsis: Designates all 200 units be available to residents earning up to 120% of median income. (Building Official)

12.2 Ordinance 1834. Revision of Sound Side Planned Unit Development. Synopsis: Amends the housing unit distribution up to 120% of median income. (Building Official)

12.3 Ordinance 1835. Maintenance of CRA Capital Projects. Synopsis: Provides for ongoing and continuous maintenance of capital projects funded by the CRA. (Engineering and Utilities Director)

13.       APPOINTMENTS

13.1 Council Representative - Opportunity Inc. Board of Directors.  Synopsis: Duration of term is one year from April 1 to March 31; position last held by Councilman Bill Garvie, with no alternate. (City Clerk)

13.2 Council Representative - Okaloosa Housing Partners.  Synopsis: Duration of term is one year from April 1 to March 31; Councilperson gossom appointed but due to a scheduling conflict cannot serve; Mayor Anderson is the alternate. (City Clerk)

13.3 Community Redevelopment Agency Board of Commissioners. Synopsis: Vacancy created by the resignation of Daike Klement. (City Clerk)

14.       ACTION-DIRECTION- DISCUSSION

14.1 Action - Appoint Voting Delegate for Florida League of Cities Conference. Synopsis: Delegate represents the City at the League's annual meeting. (Mayor)

14.2 Action - Nominations for Vacant Council Seat 6. Synopsis: Nominations made at the Council Meetings of June 22 and August 10; appointment will be made at the August 24 meeting only from those previously nominated. (City Council)

14.3 Action - CRA Budget Transfers. Synopsis: Provides for the accounting of the CRA Board's budget activities. (Engineering and Utility Services Director)

14.4 Action - Approval of Planning Assistance.  Synopsis: Contract for planning assistance to achieve resolution of Land Development Code issues, and EAR response. (Engineering and Utility Services Director)

14.5 Discussion - Legal Team Costs. Synopsis: Requested by Council Member Reeves.

14.6 Discussion - 651 Powell Drive Code Enforcement Fine Settlement. Synopsis: Staff and CEB attorney will provide a status report on the settlement status. (Building Official)

16.1 Application of Storm Water Utility Charges on Okaloosa County School Board properties. Synopsis: City Attorney will explain recent court decisions relating to the collection of said charges; provide options for the City Council; and seek direction.
