1.         APPROVAL OF AGENDA

2.         PRESENTATIONS

2.1 FY 2009 Annual Audit and Comprehensive Financial Report.  Synopsis:  Ms. Angela Balent, O'Sullivan-Creel, will present the FY 2009 audit; staff will request Council's acceptance thereof. (Finance Director)

2.2 Census 2010.  Synopsis: Cam Johnson, Public Information Officer, will provide information on the 2010 Census. (Public Information Officer)

3.         CONSENT AGENDA

3.1 Approval of minutes of Regular Meeting on March 9, 2010 and Special Meeting on March 15, 2010.  (City Clerk)

3.2 Satisfaction of Lien for property at 210-212 Stokes Avenue. Synopsis: Assessment for street, drainage and sewer improvements paid in full. (Finance Director)

3.3 Resolution 2010-10. CDBG Budget Amendment.  Synopsis: Accounts for transfer of $10,000 from OCDC to City CDBG fund to supplement the World Changers program. (Finance Director)

6.         ORDINANCES - FIRST READING

6.1 Ordinance 1818. Removes "Farmers Market" and "Outdoor Display and Sales" from Table 15-2 of the Land Development Code.  Synopsis: Resolves an inconsistency resulting from Ordinance 1823 permitting such activities. (Planning Manager)


7.         ORDINANCES - SECOND READING

7.1 Ordinance 1820.  Amends Code Section 10.52.04: Bases of Monthly Charges.  Synopsis: Corrects a previous action wherein a Resolution rather than an Ordinance changed codified baseline water charges. No financial impact. (Finance Director)

7.2 Ordinance 1824.  Amends Code Section 10.10.15: Cost, Payment for Lots, Crypts & Niches by adding "Exception for Certain Persons". Synopsis: Amends current cemetery regulations to provide for no cost burial services for certain persons killed in the line of duty.  Reserve and National Guard members added per Council direction. (City Manager)

8.         APPOINTMENTS

8.1 Appointment to the Historic Sites and Structures Advisory Board. Synopsis:  Consideration of appointment of Brian Franks. (City Clerk)

8.2 Appointment to the Code Enforcement Board.  Synopsis: Consideration of appointment of Beth McHenry. (City Clerk)

8.3 Selection of one Council Member to serve as Mayor Pro Tem.  Synopsis: Service period is 4/1/10 to 3/31/11; current Mayor Pro Tem is CM Garvie. (City Clerk)

8.4 Appointment of a Council representative and one alternate to the Economic Development Council.  Synopsis: Service period is 4/1/10 to 3/31/11; the late CM Miller was primary, CM Patterson is alternate. (City Clerk)

8.5 Appointment of a Council representative and one alternate to the Okaloosa County Library Cooperative.  Synopsis: Service period is 4/1/10 to 3/31/11; currently CM Garvie is primary, CM Reeves is alternate. (City Clerk)

8.6 Appointment of a Council representative and one alternate to the Okaloosa Housing Partners, Inc. Synopsis: Service period is 4/1/10 to 3/31/11; currently CM Garvie is primary; Mayor Anderson is alternate. (City Clerk)

8.10 Appointment of a Council representative and one alternate to the Tourist Development Council.  Synopsis: Service period is 4/1/10 to 3/31/11; currently CM Nabors is primary, CM Holmes is alternate. (City Clerk)

8.11 Appointment of a Council representative and one alternate to the West Florida Regional Planning Council.  Synopsis: Service period is 4/1/10 to 3/31/11; the late CM Miller was primary, CM Garvie is alternate. (City Clerk)

9.         ACTION-DIRECTION- DISCUSSION

9.1 Action - Nominations for appointment to fill vacant City Council Seat 2.  Synopsis: Council members will nominate electors to fill the seat. Appointment will occur at April 13 Council meeting. (City Council)

9.2 Action - Resolution 2010-9. Amendment to the City Comprehensive Fee Schedule.  Synopsis: Increases baseline water and sewer charges as recommended in the Utility Rate Study previously presented to Council. (Finance Director)

9.3 Discussion - Potential litigation against Merrill Lynch. Synopsis: Mr. Glen Thomas, of the City's General Employees pension attorney's firm will respond to Council inquiries regarding a potential lawsuit.  (Finance Director)

9.4 Action - Consideration of a Grant of Easement to Gulf Power. Synopsis: Gulf Power requests an easement to install guy wire(s) and anchors on City Golf Club property. (Engineering and Utilities Director)
