1.         APPROVAL OF AGENDA

2.         PRESENTATIONS/PROCLAMATIONS

2.1 LTC Gary Bloomberg, US Army Special Forces Command, Special Forces Integration Team Eglin.  Synopsis: LTC Bloomberg will discuss the relocation of the Army's 7th Special Forces Group (Airborne) to the area. (Mayor Anderson)

2.2 Quarterly Report from the CRA Board.  Synopsis: Chairman Dr. joyce gillie gossom will present the report. (CRA Chairperson)

3.         CONSENT AGENDA

3.1 Approval of minutes of Special Meeting on February 9, 2010, and Regular Meeting on February 9, 2010.  (City Clerk)

3.2 Grounds Maintenance Bid Award.  Synopsis: Awards $34,200 grounds maintenance bid to Advanced Lawn Control. (Recreation & Cultural Services Director)

3.3 Approval to apply for USDA 2010 Urban and Community Forestry Grant.  Synopsis: Staff requests approval to apply for a $10,000 grant for the 2011 Earth Day and Arbor Day events using City personnel and equipment for the 50% match. (City Manager)

5.         RESOLUTIONS

5.1 Resolution 2010-5. Opposes Amendment 4. Synopsis: Amendment 4 passage would require a voter referendum for all comprehensive plan changes. (Mayor Anderson)

5.2 Resolution 2010-6. Amendment to the City Comprehensive Fee Schedule.  Synopsis: As directed, staff has adjusted recreation and culture fees to address families with several children. (Recreation and Cultural Services Director/Finance Director)

6.         ORDINANCES-FIRST READING

6.1 Ordinance 1821. Amends Stormwater Utility Fee. Synopsis: Per the City's consulting engineer, revises the definition of an Equivalent Residential Unit (ERU) for commercial Stormwater Utility fees, reducing customer cost. (Engineering and Utilities Director)

6.2 Ordinance 1822. Amends Municipal Planning Board Meeting Time. Synopsis: The MPB unanimously requested its meeting time be changed from 5 PM to 5:30 PM. (Engineering and Utilities Director)

6.3 Ordinance 1823. Amends Temporary and Special Events Permitting Procedure.  Synopsis: Provides for combining two separate permitting processes into a simplified administrative procedure to expedite permits. (Engineering and Utilities Director)

9.         ACTION-DIRECTION- DISCUSSION

9.1 Action - Code Enforcement Settlement - Godwin property. Synopsis: Staff and CE attorney recommend settlement of code enforcement case for $5,000. (Building Official)

9.2 Discussion - Lawsuit against Merrill Lynch for General Employee Pension Fund losses.  Synopsis: Following Beggs & Lane attorneys presentation at the 2/9/2010 Special Council Meeting, Council requested a continuance to give additional time to review the information and fee structure.  (Finance Director/City Attorney)

9.3 Discussion - Northwest Florida League of Cities 2010 Excellence Awards. Synopsis: Council consideration of nominations to the NWFLC for municipal awards. (Mayor Anderson)

9.4 Discussion - Support for the Governor Stone. Synopsis: Council Member Garvie requests support for funding a $300 sign for the Governor Stone schooner. (Council Member Garvie)

9.5 Discussion - No Cost City Cemetery Graves for Persons Killed in the Line of Duty. Synopsis: Council Member Patterson requests that Council consider providing graves in a City cemetery at no cost to persons killed in the line of duty. (Council Member Patterson)

9.6 Discussion - Establishment of Citizen's Budget Committee - Synopsis: Council Member Patterson requests that Council consider creating a citizen's budget committee to advise Council on budgetary decisions. (Council Member Patterson)
