2.1 Board of Adjustment Annual Report. Synopsis: Annual BOA report by Chairman Glenn Swiatek.
2.2 General Employees Pension Plan Quarterly Report. Synopsis: Report by Pension Plan Financial Advisor Joe Bogdahn.
3. CONSENT AGENDA
3.1 Approval of the minutes of the Regular Council Meeting of December 8, 2009, and Special Meeting of the same date. (City Clerk)
3.2 Approval of the CDBG Consolidated Action Plan and Evaluation Report (CAPER). Synopsis: Assesses the 2008-2009 performance of the City's CDBG program and activities. (Building Official)
3.3 Resolution 2010-01 amending the Comprehensive Fee Schedule. Synopsis: Adopts solid waste fee increases approved by City Council during the FY 2010 budget policy meetings. (Finance Director)
3.4 Authorization to waive the formal bid procedures to award refurbishing services for Vehicle 2429 to Sansom Equipment Company of Mobile. Synopsis: Sole source provider of Vactor repair and equipment not to exceed $36,617.16 for refurbishing Sewer Vac Truck. (Engineering Services)
3.5 Ratification of reimbursement of deductible to Preferred Government Insurance Trust. Synopsis: Due to mediated settlement in an amount in excess of City's $25,000 insurance deductible, City is required to pay the deductible to the insurer. (Administrative Services Director)
3.6 Renewal of Blue Cross/Blue Shield Health Insurance. Synopsis: Renewal at 4.8% premium increase until October 1 of medical insurance policy. (Administrative Services Director)
3.7 Reject All Grounds Maintenance Bids. Synopsis: Staff recommends that all bids be rejected due to a deficiency in the bid specifications. Contract will be re-bid. (Finance Director)

5.1 Vacation of Sewer Easement at 103 Alabama Avenue, NW. Synopsis: At the October 27, 2009 regular meeting, Council tabled this item to January 12, 2010. Property owner Barber requests vacation of a ten foot (10') wide active sewer easement located on his property. (City Engineer)
6. ORDINANCES-FIRST READING
6.1 Ordinances on First Reading. Synopsis: Each ordinance adopts required amendments to elements of the City's Comprehensive Plan. (Senior Planner)
6.1.1 Ordinance 1797. Amends Housing Element of the Comprehensive Plan. Synopsis: Revises Neighborhood Categorization Map and affordable and workforce housing policies per EAR. (Senior Planner)
6.1.2 Ordinance 1798. Amends Coastal Management Element of Comprehensive Plan. Synopsis: Addresses working waterfront and waterfront/shoreline access policies per EAR. (Senior Planner)
6.1.3 Ordinance 1799. Amends Conservation Element of the Comprehensive Plan. Synopsis: Addresses legislative changes to energy efficiency standards. (Senior Planner)
6.1.4 Ordinance 1800. Amends Transportation Element of the Comprehensive Plan. Synopsis: Amendment required by legislation requiring a multi-modal transportation plan (Eco-Way) in a Transportation Concurrency Exception Area. (Senior Planner)
6.1.5 Ordinance 1806. Amends Future Land Use Element of the Comprehensive Plan. Synopsis: Establishes Special Planning Areas, expands performance standards and bonus system, and includes changes mandated by amendments to Chapter 163, F.S. (Senior Planner)
6.1.6 Ordinance 1808. Amends Concurrency Element of Comprehensive Plan. Synopsis: Expands Transportation Concurrency Exception Area to include entire city as mandated by Chapter 163, F.S. (Senior Planner)
6.1.7 Ordinance 1809. Amends Capital Improvement Element of Comprehensive Plan. Synopsis: Adds and updates capital projects as required by Chapter 163, F.S. (Senior Planner)
6.2 Ordinance 1794. Land Development Code Amendment. Synopsis: Amendment will permit the sale and rental of motorsport vehicles in the Mixed Use Main Street (MUMS) District, as a Conditional Use. MPB unanimously recommended approval at their December 16, 2009 Special Meeting. (Senior Planner)
6.3 Ordinance 1807. Construction and Demolition Debris Hauling Services. Synopsis: Provides for the regulation of construction and demolition debris removal services within the City. (City Engineer)
7. ORDINANCES - SECOND READING
7.1 No items.
8. APPOINTMENTS
8.1 Reappointment of the former Vision Stewardship Committee members to the Economic Advisory Group. Synopsis: Group will serve as community input to the Economic Implementation Plan. (City Clerk)
8.2 Mayor's Appointment to the Fort Walton Beach Housing Authority. Synopsis: Per statute, Mayor appoints member. (City Clerk)
8.3 Appointment of a regular member to the Code Enforcement Board. Synopsis: Vacancy due to member's resignation. (City Clerk)
8.4 Appointment to the Historic Sites and Structures Advisory Board. Synopsis: Reappointment necessary for term expiring in January. (City Clerk)
8.5 Appointment of Fifth Trustee on Firefighters' Pension Plan Board of Trustees. Synopsis: Reappointment necessary for expired term. (City Clerk)
9. ACTION-DIRECTION- DISCUSSION
9.1 Action - Award RFQ Pre-Qualification for General Consulting Services. Synopsis: As directed by Council, General Consulting contracts awarded to top three ranked firms. (City Engineer)
9.2 Action - Approval of Funding for Effluent Interconnect with Okaloosa County's Arbennie Pritchett Water Reclamation Facility and the City's Reuse Water System. Synopsis: Provides funding not to exceed $220,000 to effect the interconnection for reclaimed water transmission per Wastewater Interlocal Agreement with Okaloosa County. (City Engineer)
9.3 Direction - Dissolution of Beautification Committee/Tree Board and appoint the Municipal Planning Board as the Tree Board. Synopsis: Due to continued lack of quorum and failed project attainment, staff recommends that this committee be dissolved and Tree Board duties be transferred to the MPB. (City Manager)
10. CITY MANAGER REPORTS
10.1 Request for Special Meeting at 5 PM on Tuesday, January 26 prior to the regular meeting for presentation of Utility Rate Study findings and recommendations.
10.2 Request for Special Meeting at 5 PM on Tuesday, Feb 9 prior to the regular meeting for presentation of Business Retention Panel findings and recommendations.
10.3 Request for Special Meeting at 5 PM on Tuesday, Feb 16 (non-council meeting day) for presentation by attorneys Beggs and Lane on joining a class action lawsuit over General Employees Pension Plan losses.
