1. APPROVAL OF AGENDA
2. SPECIAL PRESENTATIONS -
2.1 Presentation and donation by the former Main Street Organization President. Synopsis: Mr. Jim Dowling will be present. (Recreation and Cultural Services Director)
3. CONSENT AGENDA
3.1 Approval of the minutes of the Regular Council Meeting of October 13, 2009. (City Clerk)
3.2 Request City Council consideration of award of RFP 09-126, RFP 09-127, and RFP 09-128 for the FDOT Resurfacing Projects through the ARRA. Synopsis: As approved by City Council on June 23rd, this action awards the bids for the projects. (City Engineer)
3.3 Award of Fertilizer bid. Synopsis: Fertilizer was re-bid for FY 2009-2010 with prices to be in effect throughout the fiscal year. (Recreation and Cultural Services Director)
3.4 Renewal of Motor Vehicle Lease for Disaster Transportation Services between the City of Fort Walton Beach and Okaloosa County School Board. Synopsis: The retirement homes known as Silver Sands Apartments have residents requiring assistance should the need for evacuation arise. This agreement would provide for a 60-seat bus from the School Board for evacuation purposes for this property. (Deputy Fire Chief)
3.5 Lease to Playground Amateur Radio Club. Synopsis: At the October 13, 2009 Meeting, Council unanimously approved the City Manager to negotiate a 5 year lease, with a 5 year renewal option. (City Manager)

5. QUASI-JUDICIAL
5.1 Request City Council consideration of an application requesting the City to vacate a sanitary sewer easement at 103 Alabama Avenue NW. Synopsis: On August 6, 2009the MPB found that the request did not meet the criteria as specified in Section 10.92.05. This item was continued at the August 25, 2009 and September 22, 2009Council Meetings. (City Engineer)
5.2 Rezoning Hearings:
5.2.1 Ordinance 1811. Rezoning the property at 248 Brooks Street SE from MUW-12 to PUD. Synopsis: On October15, 2009, the MPB approved this request with a 5-2 vote. (Senior Planner)
5.2.2 Ordinance 1813. Rezoning the property at 248 Hollywood Boulevard SE from R-2 to CF. Synopsis: On October 15, 2009, the MPB unanimously approved this request. (Senior Planner)
5.2.3 Ordinance 1814 - Rezoning the property at 34 Carson Drive SE from R-2 to CF. Synopsis: On October 15, 2009, the MPB unanimously approved this request. (Senior Planner)
5.3 Ordinance 1812. Voluntary annexation of 12 Wedgewood Lane NE due to a failing septic system. Synopsis: On October 15, 2009, the MPB unanimously approved this request. (Senior Planner)
6. ORDINANCES-FIRST READING
6.1 Ordinance 1816. Animal Control Ordinance. Synopsis: At the August 11, 2009 Meeting, Council directed staff to update the Code of Ordinances, Animals, to include pot-bellied pigs as permissible pets. (City Manager)
7. ORDINANCES - SECOND READING
7.1 Ordinance 1796. Alcohol Sales Hours. Synopsis: At the Special Meeting held on September 15, Council voted to remove existing restrictions for the sale and consumption of alcohol. (City Manager)
7.2 Ordinance 1815. Amendment to Chapter 3 (Building, Construction and and Fire Codes) of the Code of Ordinances. Synopsis: References to State adopted codes are out of date. (Building Official)

9. ACTION-DIRECTION- DISCUSSION
9.1 Request City Council approval of a Capital Improvement Project to extend a new 8-inch and 10-inch water main to the proposed Okaloosa County Judicial Center at the Fairgrounds, and whether the County should be assessed the costs. Synopsis: Also includes the installation of the reuse extension while this work is being done. (City Engineer)
9.2 Award of bid for pipe lining and manhole rehabilitation for the emergency repairs to Pump Station #1. Synopsis: On Wednesday, October 14th, the pump station experienced a total failure of the cast iron influent gravity main which transports sewage influent from the collection system. (Utilities Director)
