3. SPECIAL PRESENTATIONS -
3.1 Presentation of Quarterly Pension Reports. Synopsis: the City's Investment Manager, Joe Bogdahn, will present the pension plan financial status reports for the quarter ending March 31, 2009. (Finance Director)
3.1.1 Award of investment management services for the General Employees' Pension Plan. Synopsis: This action was recommended by the Investment Manager and approved by City Council at the meeting of December 2, 2008. (Finance Director)

4. CONSENT AGENDA
4.1 Approval of the minutes of the Special Council Meeting of May 5, 2009 and the Regular Council Meeting on May 12, 2009.
4.2 Approval to reject all proposals for RFQ 09-112 for GIS Implementation for Underground Infrastructure Systems. Synopsis: At the May 19 Budget Policy Workshop, Council approved the purchase of equipment to implement the program in-house, rendering the RFQ moot.

6. ORDINANCES - FIRST READING
6.1 Ordinance 1801 adopting the departmental reorganization. Synopsis: At the May 19, 2009 Budget Policy Workshop, Council approved staff's recommendation for reorganization of departments, which requires adoption by Ordinance. (Administrative Services Director)
6.2 Ordinance 1802 amending Ordinance 1633 which authorized the issuance of Utility System Revenue Bonds. Synopsis: Required by bond insurer before releasing City to enter into Wastewater Treatment Interlocal Agreement with Okaloosa County. Bond Counsel provided backup after agenda was submitted for publication. The five pages are not sequentially numbered. (City Manager)
7. ORDINANCES - SECOND READING
7.1 Ordinance 1785 temporarily preempting Section 13.202.D of the Code of Ordinances to extend validity of current Development Orders to March 30, 2012. Synopsis: The Community Redevelopment Agency voted unanimously (7-0)(May 6, 2009) to amend the ordinance to two years rather than three as proposed herein; and the Municipal Planning Board recommended approval as is by a 5-1 vote on May 7, 2009.
8. APPOINTMENTS
8.1 Historic Sites Board Appointment. Synopsis: Vacancy created by resignation of a member.
9. DISCUSSION - DIRECTION - ACTION
9.1 Award Bid 09-113 for the redevelopment of Chester Pruitt Park to the lowest responsive, responsible bidder, A. Needles Construction, in the amount of $409,400. Synopsis: Community Redevelopment Agency recommended approval by a 6-1 vote on May 6, 2009. (CRA Planner, Engineering Services)
9.1.1 Approval of Resolution 2009-16 amending the CRA budget in the amount of $156,842 to complete the Chester Pruitt Redevelopment. Synopsis: Accounting Requirement.
9.2 Council briefing on the Comprehensive Plan Evaluation and Appraisal Report. Synopsis: The City's Senior Planner will make a presentation outlining the process that will take place over the next few months. (Senior Planner, Engineering Services)
